Motivation
During disasters, the vulnerability of our highly interconnected and complex structures in society and economy becomes particularly clear — this was the case for instance during the Covid-19 pandemic in 2020-2022 or the flood disaster in Western and Central Europe in July 2021. In this context, the question of how municipalities can best prepare themselves for such crises is becoming increasingly important.
This is precisely where the HERAKLION project, funded by the German Federal Ministry of Education and Research (BMBF), comes in: We want to determine, in a data-driven manner, what constitutes good crisis preparation and management. Because of cascading effects, even seemingly independent processes may impact each other; therefore, as many factors as possible must be taken into account for a robust resilience analysis.
Goal
For this very reason, we want to create a scalable resilience data space. This data space is intended to cover as many aspects describing the crisis situations under consideration — pandemic and extreme weather — as deemed sensible by experts.
On the one hand, we want to make this data space available to local authorities and emergency forces so that they have the best possible basis for decision-making in the event of an emergency.
On the other hand, we want to analyze the data ourselves to better understand what exactly constitutes resilience — and thus recognize crises earlier and manage them more swiftly.
